The Solution

 It is apparent that just about everything the govt gets their hands on it explodes with cost and eventually destroys in value.

We already have a great system in place that helps people with their health care. Hospitals, non-profit clinics and doctor pro-bono work.

Why not empower them? A non-profit knows how to take the maximum value of every dollar and put it to work efficiently. The govt does the opposite. I have proposed to all of my congressmen to give a $1.02 tax credit for every dollar donated to these (qualified) non-profit organizations. This is above the 10% they give now. That way it wont hurt churches and charities. Although, churches could get in the game and provide heatlh services as well. What a novel idea, huh? Churches helping the poor and sick - wow!
 
The recipients of this care should be selected just like college loans and financial aid is distributed - needs based. Maybe someone can't pay for all of their meds, but whatever they need help with they can pull from a local (qualified) non-profit. Watch what happens when businesses and wealthy people are incented to give, instead of forced to give. What business would not take advantage of this? They get a tax credit to help run their business and PR for giving to a local charity.
 
One more bit of info to back up the charity of America. Last year we gave 10% of our GDP to charities. This is above what the govt dished out in foreign and domestic aid. Isn't it amazing that that is all the govt allows for tax benefits - 10%. Coincidence? I think not.

We are the most generous nation in the history of the planet. Why not unleash these resources?
